What’s the difference between the tobacco in cigarettes and the tobacco in cigars?

What is the difference between cigarettes and snuff in Belmont in cigars and snuff as sams century and Philadelphia? That I recommend more for rolling a joint? Is it okay to use snuff to cigars instead of cigarettes?
